To others, because of the traffic patterns and the close proximity to the heart of downtown Annapolis, this same block offers up the best, most convenient free parking for visitors.
As there have been and will continue to be far more vehicles to be parked than there are spaces in the City center to park them, the Annapolis, MD Code of Ordinances Title 12 lays out the laws for vehicles and traffic.
The Declaration of principles concerning parking of motor vehicles states the City Council's six operating principles for parking and notes that "Policies, laws and regulations should reflect these principles." Rather than address all of the parking principles, I'm going to focus on the one that states "Residential streets are primarily for parking by residents."
Recognizing the need to make some parking accommodation for residents the City codified Special Residential Parking Districts.
In creating those districts the City noted that "The health, safety and welfare of many residents are affected adversely by burdens placed on residents by virtue of the existence of major public facilities and programs. Frequently, the use of streets within residential areas for the parking of vehicles by persons using adjacent governmental, commercial, industrial, educational, and transit areas and other areas, facilities and programs emanating from planning, zoning and other decisions by government results in hazardous traffic conditions, the over burdening of existing streets, roads and other facilities, air and noise pollution, and the inability of residents of certain areas to obtain adequate parking adjacent to or close by their places of residence and to secure ease of access to their places of residence. In order to reduce, to the extent possible, the conditions described in this section, to foster the use of mass transit facilities and to promote the safety, peace, good order, comfort, convenience, health and welfare of the residents of the City, it is essential that the parking permit authorization provided for in this chapter be enacted."
My residence is in Special residential parking district No.1.
Which brings me why I am doing this blog.
The entire residential parking program is woefully broken. I hope to rectify that.
I will document enforcement and administrative deficiencies here, then provide links back to this work to the Annapolis City Council, other city officials and concerned citizens, inviting their commentary and input with the goal to effect positive change and overall program improvement.
Good people do not need laws to tell them to act responsibly, while bad people will find a way around the laws.
